In a June 11, 2024 Commentary for Breaking News, Jerry McGinn makes the case for creating an Assistant Secretary for International Cooperation in the Department of Defense instead of an Under Secretary of Defense for International Cooperation.

This case is timely as today, June 12, the Senate Armed Services Committee will markup the FY25 National Defense Authorization Act. One topic under consideration is how the Department of Defense organizes for international defense cooperation. McGinn recommends "It’s time to make a new international cooperation office within the Pentagon. Two sets of actions, one analytical and one organizational, aim to create a "workable" approach that meets the needs of allies and industry.

It is time for action on this critical issue, particularly given its impact on domestic and global industrial base capacity to address today’s national security issues."
